According to sociologist C. Wright Mills, it is the “Power Elite” who decide who should lead in politics. Who then are the power elite?
In ancient times it was the shaman, the chief, the king, and then the emperor. Since the rise of Industrial Capitalism it is the super rich and their front-men.
Smart Elites nowadays use democracy by promoting through the media that they own and conyrol to shape public opinion and by handing out bit by bit goodies through their selected then elected front-ladies and gentlemen.
The Power Elite gain the right to rule not anymore by the “Mandate of Heaven” by “Merit” measured by marks and money. Marks through exams and Smarts measured by Money.
The Power Elite thus create “Meritocracy” as the right to rule. It is thus made up of scholars as their well paid front-leaders to aid in their own wealth creation that provides the trickle down goodies that the democracy they create requires they illegitimize the system.
They do all this because they truely believe they have the duty to lead the ignorant masses for their own good because they have the smart genes therefore they know better. This, they believe, is the natural order of things because based on genetics in the way human nature is structured.
